In the screenshot, posted by the name of Guillermo Tomoyose, you can easily see that the video and voice call options with beta written over that appeared on the web Whatsapp application. He says that this feature is available in Argentina and will soon be there for the whole world. So, just get connected to know about whether your country got this feature or not.

Wabetainfo themselves said that the beta voice and video calling options in the chat header are available on Whatsapp desktop in Argentina.
